Privatization
American Capital principals have been engaged in a range of domestic and international ESOP privatization projects. While most government downsizing results in layoffs and disruptions, the American Capital-led privatization of the Federal Government's Office of Personnel Management - Office of Investigation Services saved jobs, reduced costs to the government and taxpayers. US Investigations Services was the first ever ESOP privatization and resulted from a bipartisan consensus in Congress to make government more efficient.
American Capital principals have been engaged in the following privatization projects:
United States
USIS - July 1996
We worked to complete the first privatization of a Federal entity at the United States Office of Personnel Management, converting the Office of Investigations Services into a privatized firm. The cornerstone of the privatization plan is a long-term contract enabling USIS to be the exclusive provider of investigations services to OPM, which provides background investigations for virtually every federal agency.
Argentina
We assisted in the initial formulation of the Argentina's 1992 privatization initiative and served as advisors to the Argentine government on the privatization of Edenor and Edesur, the electric distribution networks serving the province of Buenos Aires.
Slovenia
Principal and Managing Director Roland Cline, provided on-site investment banking services for a Slovene firm engaged in restructuring and privatizing Eastern European enterprises during 1990 and 1991.
South Africa
We served as advisors to the Congress of South African Trade Unions in structuring the transfer of majority ownership in the African Life Insurance Company from the Anglo American Corporation to a public consortium.
